Established in 1959, Central Wyoming Counseling Center (CWCC) is a private, non-profit community mental health and substance abuse center with an annual budget of over $5.5 million and an annual payroll of over $3.5 million. CWCC is located in Casper, a city with a population of over 50,000. This location, in the central part of Wyoming, allows for many recreational opportunities, including skiing, camping, backpacking, fishing, hiking, and other activities.

CWCC's comprehensive group of programs include Outpatient Mental Health and Substance Abuse Program, Natrona County School District Program, Comprehensive Substance Abuse Center, Psychiatric Rehabilitation Program, Therapeutic Family Care, New Horizons, and New Directions.

Outpatient Mental Health and Substance Abuse Program

The Outpatient Team primarily serves adults through individual, couples, family, and group therapy. The focus is on general mental health and substance abuse issues.

Natrona County School District Program

This team works under contract with the local school district to provide on-site mental health and substance abuse services to children and adolescents. Services include individual and family counseling, as well as on going consultation with parents, teachers, principals, and other school district personnel regarding the needs of the student. These services are provided year-round, and include an Elementary Team and a Secondary Team.

Comprehensive Substance Abuse Center

This program is designed to develop and implement a comprehensive substance abuse system of care for Natrona County, with a focus on community prevention, early intervention, and education. The treatment aspect of the program includes both adult and adolescent Intensive Outpatient Treatment Programs that offer a more intensive, higher level of care beyond individual therapy, and are set up around multiple groups that occur through the week.

Future plans include an expanded number of residential beds for transitional housing, a therapeutic community, as well as residential facilities for women and children.

Psychiatric Rehabilitation Program

This award winning, nationally recognized program operates under a core team model, and specifically treats adults with serious and persistent mental illnesses. Every individual receiving services is assigned a team which includes a therapist, a job coach/case manager, a Division of Vocational Rehabilitation counselor, a psychiatric nurse, and other specialists the client wants. The approach is highly individualized with a philosophy of rehabilitation and true community integration.

Outpatient Services: These services include agency and community-based individual and family therapy, case management, crisis intervention, dual diagnosis treatment, outreach, and intensive case management.

Supported Employment Program: This component focuses on employment for this most seriously disabled population. It is a core element to the Psychiatric Rehabilitation Program, and has been recognized as one of the twenty-four outstanding "best practice" programs in the nation by the President's Committee on Employment of People with Disabilities.

Independence House: This eight bed group home facility serves as a stepping stone for people to gain independence and develop the skills they need to manage their illness and their lives.

Therapeutic Family Care

The primary objective of this program is to provide an intensive array of services to seriously emotionally disturbed (SED) youth. The goal is to help them achieve successful community integration.

Therapeutic Foster Care Homes: These foster homes are run by CWCC for SED youth and are supported by a team of professionals. Services include agency and community based therapy, consultation/education for foster and biological parents, and case management.

Wrap-Around: These are treatment services for SED youth who are "at risk" for out-of-home placement. The major emphasis is to infuse the families with intensive services in order to support and treat the youth and their families. Services include agency and community based therapy, case management, group therapy, and psychiatric evaluation. The majority of individual and family treatment is conducted in the client's home.

On-Site Community Agency Services: These are on-site services for coordinating assessments and referrals, and for doing consultation and education with other agency staff. They are currently involved with the Department of Family Services, the Child Development Center, and Head Start

Individual Rehabilitative Services: This is a specialized service targeted at working with SED youth to address areas of skill deficits. A "tracker" is hired to spend time with the youth and to implement a treatment plan to help the youth develop and improve various social skills.

New Horizons

New Horizons is a male residential substance abuse treatment center serving individuals aged 18 years or older. It has a capacity for 13 male clients. The length of stay is 56 days, but can be longer depending on individual needs. The program is science based, and is provided in a milieu setting. Programming includes individual and group therapy, development of positive life skills, preparation for GED testing, interpersonal skill development (anger management, stress reduction, and assertiveness training), corrective thinking groups, parenting, medical education, and physical exercise.

New Directions

New Directions is an adolescent residential substance abuse treatment center. It is an eight bed facility with room for four males and four females. The normal length of stay is 45 to 60 days. Treatment is provided in a home-like setting and is focused on the need for structure, with an adherence to program schedules and rules which encourage and facilitate development of healthy lifestyles and positive and productive decision making skills. Based on a team approach, it includes a therapist, physician, nurse, teacher, and residential technician.

Reflections

"Reflections" is a residential treatment facility for women, pregnant women, and women with up to two small children.

Current research and "Best Practices" support the need for "Gender Specific" programs that can help women with substance abuse problems, addressing many issues that are specific to women and their use of substances. These issues can relate to their relationships and interactions with men, their spouse, friends and families.

Prior to admission a complete substance evaluation is completed that indicates the type and degree of problem and what type treatment is needed. The length of time a woman is in the program is determined by this assessment and other information. As a minimum the program will require thirty days but in many instances the stay is longer. Transitional care can also be provided for those women in need of that service.

The facility is located in Cottage D on the Life Steps Campus in Casper, Wyoming. Women are admitted for treatment regardless of race, color, marital status, religious beliefs, or ability to pay.
